JOB SUMMARY: CRC has a need for Mid Level Financial Managers to support DIA's efforts to establish internal controls and demonstrate/sustain audit readiness. 

DESCRIPTION
Financial Managers assess and improve financial management systems, financial reporting and analysis, strategic financial planning, and financial process formulation and development. Financial Managers devise and implement performance measures, conduct special cost studies, perform actuarial services, perform economic and regulatory analysis, assist with financial quality assurance efforts, and perform benchmarking.

PRIMARY RESPONSIBILITIES:
  • Works within a team of Financial Managers to support budget execution operations for a large government agency
  • Areas of support include Budget Operations, Budget Reconciliation, Financial Reporting and Data Validation, and Internal Controls
  • Financial Managers assess and improve financial management processes, financial reporting and analysis, and strategic financial planning
  • Financial Managers devise and implement performance measures, conduct special cost studies, perform actuarial services, perform economic and regulatory analysis, assist with financial quality assurance efforts, and perform benchmarking.
BASIC QUALIFICATIONS (REQUIRED):
  • Active, current TS/SCI is required (CI scope polygraph will be administered)
  • Bachelor’s or Master’s degree with 4 – 9 years of relevant and/or similar experience in Business and/or Accounting
  • Business and Accounting work-related experience is required. Government financial management and audit-related experience are a plus
  • Working knowledge and experience with the following governing guidelines and/or regulations: Fiscal/Appropriation Law; Joint Travel Regulations, specifically, Permanent Duty Travel; Government Employee Training Act
  • Excellent oral, written, and presentation skills are required, along with ability to translate and present complex information to various audiences.
  • Familiarity with all Microsoft Office Tools, to include Word, PowerPoint, Excel, Access, Project, and Outlook, including complex data analysis in Excel
PREFERRED QUALIFICATIONS:
  • Knowledge of DoD, ODNI, OMB, US Treasury, and GAO laws, regulations, and guidance
  • Experience providing financial support to a large Federal Agency
  • Familiarity with Federal core financial system applications and supporting modules, including Asset Management, Supply Chain Management and Project Costing, Time and Labor or a similar Federal government financial Enterprise Resource Planning system, and using an integrated set of core business processes, using common databases maintained by a database management system
  • Substantial understanding of the DoD FIAR and assertion package development; ODNI Auditability Plan, OMB Federal Financial Management Improvement Act (FFMIA) requirements, Project Management discipline, accounting operations and financial statement development, reconciliation processes, performance metrics reporting, business process re-engineering requirements, US Generally Accepted Accounting Principles (USGAAP) accounting, Commercial Off-The-Shelf (COTS) financial systems, financial analysis skills, internal control program and ability to document and establish effective and efficient business processes within a Chief Financial Officer organization
  • Experience with the following systems/tools: AGILE, Permanent Change of Station (PCS), Financial Accounting and Corporate Tracking System (FACTS), and Enterprise Data Warehouse (EDW).
