DESCRIPTION:
The candidate shall develop strategy, planning and guidance to develop and evaluate Language, Regional Expertise, and Culture (LREC) workforce trends and champion enterprise human capital initiatives. He/she shall also provide technical and programmatic analysis to develop detailed LREC plan of action and milestones (POA&M) to strategically integrate these capabilities into the ISR enterprise.
PRIMARY RESPONSIBILITIES:
- Support liaison activities with Defense Intelligence Components and ODNI subject matter experts in order to answer AF, DoD, IC and Congressional data calls concerning foreign language.
- Assist in compiling guidelines, common terms of reference, and Excel spreadsheet templates for ISR/FLO use in answering various foreign language-related data calls.
- Produce supporting Microsoft excel spreadsheets, pivot tables, Access database templates/reports, PowerPoint presentations, data reports and supporting narrative reports to communicate information clearly to senior leaders and decision-makers.
- Support liaison activities with members of the AF, DoD and IC foreign language community to refine measures of program effectiveness for foreign language support to Defense Intelligence mission requirements.
- Support ISR/FLO staff in documenting program effectiveness, comparison of programs against performance targets, and make recommendations to ISR/SLA for improvement.
- Support ISR/FLO staff in collecting, reviewing, and processing foreign language information
- Draft memorandums, document and build data management visualization products
- Support liaison activities with Defense Intelligence Foreign Language and Area Advisory Group members and advisors to formally document and update the process for developing and publishing a defense intelligence language of interest list.
- Support ISR/FLO in employing multiple data sources, methodology, and the Country and Language Prioritization Tool to derive the list of foreign languages by strategic importance to U.S. National interests.
- In conjunction with the Office of the Under Secretary of Defense for Personnel and Readiness, provide subject matter expertise in the conduct of the Department's biennial Capability Based Review process for deriving the Department's Strategic Language List.
- Draft memorandums for updating and publishing the annual Defense Intelligence Language of Interest (DILI) list
- Provide pre-event stakeholder engagement and coordination, and post-event follow-up for meetings supporting dissemination and transfer of subject-matter expertise and insights related to Defense Intelligence foreign language.
- Provide logistics, administrative, and event coordination support for forums designed to bring together key stakeholders within the Defense Intelligence foreign language community to discuss mutual issues, areas of concern, and to address the way ahead.
- Analyze and disseminate products and services for ISR/FLO including survey/summary reports and data analysis reports in order to ensure all Air Force ISR stakeholders are apprised of current policies and programs to leverage, as appropriate.
- Active TS/SCI clearance
- Bachelor's Degree, Master's preferred
- At least 10 years of experience providing HAF/SAF support and expertise
