JOB SUMMARY: CRC has an immediate need for a Organizational Performance Management Consultant in Ft. Meade, Maryland

DESCRIPTION: Candidate provides advanced analysis of complex performance data in support of Government decision-making processes and strategic studies. Candidate supports efforts to develop, integrate and continually improve processes associated with the management of performance information, its integration with related business management information, and its integration into existing management decision-making processes. Perform Microsoft Access database management, including data retrieval and formatting, data table creation and maintenance to incorporate large data sets into several databases, and query formulation to produce performance data for internal office, division, and agency leadership; as well as external overseers.


PRIMARY RESPONSIBILITIES:
  • Perform Microsoft Access database management including data retrieval and formatting, data table creation, and maintenance to incorporate large data sets into several databases.
  • Query formulation to produce performance data for internal office, division, and agency leadership; as well as external overseers.
  • Reconcile and integrate separate data sets into a requested product in providing agency data to The Office of The Director of National Intelligence (ODNI) for an annual major issue study 
  • Assist in the production of accomplishments and performance measures in the areas of budget allocation, return on investment, and strategy, for both internal and external reporting.
  • Perform data analysis and validation in coordination with program data stewards, and other performance personnel within the division. 
  • Assist branch data stewards across the organization in developing, modifying and updating corporate measurement data collection plans.
  • Provide business process and requirements management support in the areas of performance data preservation and business rule standardization.  
  • Data/Database Management
    • Maintain internal MS Access databases
    • Perform quality assurance of large data sets
    • Import, format, update, append, several large data sets into database
    • Build and/or update queries within database
    • Build queries to retrieve data from Agency Reporting repository
    • Maintain and analyze a copy of the intricate Agency Collection Business Rules
    • Manipulate data in MS Excel using formulas and functions
    • Perform analysis of complex data sets
    • Create charts, graphs, etc. for visual representation of data sets/results
    • Process Improvement
    • Use of data analysis/visualization tools such as Qlikview, Splunk, Tableau, etc. (Future)
  • Data Mapping/Collection Attribution
    • Correlate and reconcile separate data sets to achieve a specific outcome
    • Manipulate data in MS Excel using formulas and functions
    • Perform analysis of complex data sets
    • Create charts, graphs, etc. for visual representation of data sets/results
    • Process Improvement
  • Performance Measurement
    • Assist in the development of new, or improve current, measures of performance for various Agency organizations
    • Assist in the development of new, or improve current, Accomplishment Statements for various Agency organizations
    • Create and/or maintain Data Collection Plans for established Performance Measures
    • Logically analyze proposed Performance Measures and Accomplishment Statements
    • Analyze, review, correct, and/or modify impact and justification verbiage in relation to Performance Measures and Accomplishment Statements
    • Input written statements and measure outcomes into Performance Measure repository
    • Create and/or update PowerPoint presentations
MINIMUM REQUIREMENTS:
  • NSA-sponsored TS/SCI security clearance with Full Scope (lifestyle) Polygraph in place at time of hire
  • Twelve (12) or more years of experience in: performance management and metrics implementation; performance based budgeting; analysis of performance data in relation to budget and strategy modifications; program management
  • At least six (6) years of combined experience demonstrating a broad representation of the following: process definition, deployment and improvement; federal government planning, programming, budgeting, and execution; program analysis and evaluation; facilitation and decision analysis; large organization management; legislative process and congressional relations; process automation and data integration into enterprise management processes; competency with statistical, visualization and data analysis tools
  • Graduate or higher degree in Business Administration, Business Management, Program Management, Finance, or Accounting will be accepted in lieu of six (6) years of overall experience
  • Bachelor's degree in Business Administration, Business Management, Program Management, Finance, or Accounting will be accepted in lieu of four (4) years of overall experience
  • Experience in corporate level business process re-engineering, planning and organizing
  • Experience in developing sound business methods and practices
  • Experience in identifying and implementing best practices
  • Proficiency with MS Office products such as PowerPoint, Excel and Word
  • Experience working both independently and as a team member
  • Excellent oral/written communication/customer skills
