JOB SUMMARY: Clear Resolution Consulting has a need for a Program Manager in Wahiawa, Hawaii.

DESCRIPTION: The Program Manager (PM) shall ensure the timeliness and quality of all required  services and deliverables. The Program Manager (PM) will serve as the Contractor’s primary  point of contact with the Government CO or COR. The PM shall provide oversight of contractor personnel, perform periodic inspection of all  tasks, and adjust contractor resources in response to changes in workload and priorities. The PM  shall arrange for and provide the technical, managerial and administrative support necessary to  ensure the effectiveness and integrity of these required services. The PM shall keep in close  contact with the Government Contracting Officer Representative (COR). Verbal and written  notification within one (1) business day shall be provided to the COR and Contracting Officer  (CO) of any event known to the contractor which may jeopardize cost, schedule or technical  performance.  


RESPONSIBILITIES:
  • Oversee contractor personnel listed in Section 4.2, serving as the principal point of contact (POC) with the Government. 
  • Allocate Contractor resources (staffing, facilities, and budgets) and adjust as needed in response to changes in workload.
  • Conduct a monthly status review with the CO and CORs to report on  work completed, status of on-going activities, and planned activities for the next 90- days. 
  • Provide verbal and written notification to the CO and COR of any event  known to the Contractor that may jeopardize cost, schedule or technical performance  requirements within one (1) workday of the occurrence of the event. 
  • Provide leadership to Contractor personnel and review and resolve work  discrepancies. 
  • Ensure timeliness and compliance with required contract requirements  and deliverables. 
  • Ensure compliance with security requirements. 
  • Track annual and mission-directed training requirements (VUport/Contractor enrollment) for all Contract personnel. 
  • Review and approve all earned value, Estimate To Complete, Funds and  Man-hour Expenditure Report, or other financial reports as appropriate. 
  • Review and allocate management reserve within contractual limits.
  • Review risk and risk mitigation activities and allocate budgets for the  same. 
  • Prepare program status reviews to be presented to the Government PM.
  • Ensure the timely recruitment and training of program staff. 
  • Review all financial and technical reports before release to the Government. 
  • Communicate issues and solutions to the Government PM in a timely and transparent manner. 
  • Ensure compliance with all regulatory and administrative requirements  imposed by the contract in coordination with the Contractor's contracts staff. 
MINIMUM REQUIREMENTS:
  • Employment is contingent upon successful completion of a security background investigation and polygraph
  • Five (5) year’s experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity is required.
  • Shall have at least one (1) year of demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
  • Shall be knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and Intelligence Community Directive (ICD) 801 policies.
  • Shall have PMP certification, FAC-P/PM Entry Level certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level 1 certification in Program Management.
